Town Board passes new resolutions


SOUTH FORK—The South Fork Town Board convened for their regular monthly meeting on July 23 to receive operational highlights from each town department and to pass three resolutions in reference to the town water system project.
Town Manager Dan Hicks began the meeting with highlights from the month’s financial report stating that general fund revenue was $46,404 which included sales tax revenue of $33,892, which is up from last year by just over $3,000. “We have gone through 50 percent of the year and our revenue is 40 percent of the annual budget. Water Enterprise revenue was $2,700. We are on track with the budget for the year,” said Hicks.
Hicks moved on to departments beginning with the South Fork Police stating that the department handled 664; 591 of those calls were handled in house. The road and parks department also stayed busy with mowing projects and general maintenance around town as well as repairing irrigation systems as water levels in the river began to drop. The visitor center had 3,355 visitors which is a 10 percent increase from the previous year and continues to increase online presence through the 2018 marketing plan.
Once the operation highlights were complete, Mayor Rodney Reed moved on to the next portion of the agenda and asked Hicks to read the three resolutions that were on the table for consideration. First was Resolution 19-10.
An explanation of the resolution states, “The Town of South Fork received and closed on the $300,000 Principle Forgiveness Loan with Colorado Water Resources & Power Development Authority on June 12, 2019. The $300,000 is designated to create design and engineering plans for the initial phase of the municipal water system. Davis Engineering Systems, Inc. was hired by the town in June 2018 to update the Preliminary Engineering Report and create the Preliminary Needs Assessment for the initial phase of the municipal water system.”
The next resolution, 19-11 is for an intergovernmental agreement between the San Luis Valley Water Conservancy District (SLVWCD) and the Department of Natural Resources Water Division 3. The provided explanation states, “The Town of South Fork worked with and received approval by San Luis Valley Water Conservancy District and Dept. of Natural Resources Water Division 3 on water augmentation calculations and standards in compliance with the new water rules. These augmentation standards were formalized in Ordinance 19-01.”
The last resolution, 19-12 was to close an existing CD with Rio Grande Savings and Loan in order to be able to use it without penalty to the town.
All resolutions passed unanimously and the meeting was closed by the board.
